EU Grants and Compliance Coordinator

The EU Grants and Compliance Coordinator will develop a more compliant, cohesive, and accountable environment for managing our growing levels of EU income in ActionAid.

You will be part of the EU Funding Unit in the Institutional Funding Team tasked with working with ActionAid members to support effective grants & compliance management of a growing portfolio of EU (INTPA/NDICI) grants and supporting the diversification to other EU funding stream grants as well. You will set up EU compliance monitoring systems, quality check donor reports, provide guidance to our country offices on the donor contractual rules, and implement internal controls to strengthen financial management and track donor income. The role will also produce expenditure and compliance and risk management reports, as well as contributing to improving team EU business development processes and operational guidelines.

You will also be connected to a wider institutional Grants & Compliance Unit in the Institutional Funding Team and have the ability to contribute to key organisational projects such as cost-recovery, co-financing, or partner risk management and through a Federation wide Grants & Compliance Community of Practice. While primarily focusing on EU grants, there will also be opportunities to support other donors at peak times such as UN, Norad, USAID.

In addition to experience in meeting the requirements of the role above, you must have a relevant diploma, degree and/or professional qualification. This must be complemented by an excellent working knowledge of institutional donor rules, regulations, financial control procedures and risk management. You will be comfortable providing clear guidance on donor policies and procedures to other staff and will have been involved in setting up and managing donor compliance monitoring systems and business processes. You will be expert at financial reporting and audit preparation too

Situation de la fonction au sein de l’organisation

La fonction de conseiller.ère européen.ne pour les programmes de RD&I et de compétitivité de la Commission européenne se trouve au sein du Département « Accompagnement à l’Internationalisation », dans la BU « Programmes Européens – I² » (Internationalisation & Innovation).

Le/la conseiller.ère programmes européens est ainsi intégré.e dans une équipe d’autres conseiller.ères qui est épaulée par deux assistant.es.

Le/la conseiller.ère rapporte aux 2 Heads of de la BU « Programmes Européens – I² » qui rapportent à leur tour au Directeur / à la Directrice du Département « Accompagnement à l’Internationalisation ».

Ce département est composé, outre la BU « Programmes Européens – I² », des BU « Invest » et « Export ».

Mission de la fonction

Sous les programmes Single Market Programme, Horizon Europe, le/la conseiller.ère programmes européens informe, forme, conseille et accompagne les PME, ainsi que les autres acteurs économiques et académiques de la Région de Bruxelles-Capitale, dans leur processus de RD&I européenne, d’internationalisation et de gestion de l’innovation, et ce dans le contexte des activités liées aux missions :

  • « Enterprise Europe Brussels (EEN) » : pour informer, orienter et aider les clients dans leur dévelopmment à l’international, par le biais de partenariats technologiques.
  • « National Contact Point (NCP) Brussels » : pour informer, orienter et aider les clients à préparer et réaliser des projets européens de recherche et d’innovation dans le cadre du programme Horizon Europe ;

Description spécifique liée à la fonction

Activités principales

Le/la conseiller.ère programmes européens se voit attribuer un ou plusieurs secteurs d’expertise qui ne sont pas uniquement/exclusivement liés aux secteurs prioritaires de la Région de Bruxelles-Capitale, mais s’alignent sur les axes économiques identifiés par la Commission européenne. Ces secteurs peuvent évoluer en fonction des périodes contractuelles fixées par les bailleurs de fonds. Pour ce(s) secteur(s) attribué(s), le/la conseiller.ère programmes européens assume les activités suivantes dans le respect des principes-guide des missions NCP et EEN, et d’après les méthodologies, les processus, les outils et les obligations contractuelles de ces missions :

Informer, orienter, accompagner et former les acteurs économiques et académiques de la Région de Bruxelles-Capitale, afin de :

  • booster leur participation – et la qualité de cette dernière – aux projets de RD&I européens, menés en consortium avec d’autres entités étrangères ;
  • accroître leur compétitivité et tirer le meilleur parti du marché européen et international par le biais de partenariats transnationaux qualifiés et de transferts de technologie ;
  • améliorer la gestion de l’innovation auprès des PME pour qu’elles aient un impact concurrentiel dans leur business ;
  • promouvoir l’innovation par le biais de schémas de financement prévus au niveau européen ;
  • accompagner les entrepreneur.euses dans la transition économique, durable et numérique.

Réaliser / contribuer aux types d’activités prévues dans les cahiers de charge/contrats/conventions réglant les missions de la BU « Programmes Européens – I² », notamment :

  • rassembler, analyser et tenir à jour les informations relatives aux activités sous sa responsabilité et en assurer la diffusion auprès des acteurs concernés (internes et externes) ;
  • assister le(s).la head(s) of de la BU et/ou du département dans la détection des besoins des entrepreneurs, des entreprises et des partenaires liés aux activités de la BU ou du département ;
  • identifier, développer et/ou optimaliser les outils d’information et d’accompagnement et en favoriser l’utilisation (interne et externe) par des documents standardisés, le cas échéant ;
  • participer/contribuer à des actions de promotion liées aux activités de la BU et/ou du département (web site, newsletter, articles dans la presse spécialisée, organisation de séminaires, présentations, présence et information aux salons,…) et globalement à la Région de Bruxelles-Capitale (favoriser les synergies entre institutions publiques bruxelloises, networking) ;
  • assister le(s).la head(s) of de la BU dans l’exécution du plan d’action et dans son reporting (via encodage des activités dans les outils prévus à cet effet), ainsi que dans l’exécution des contrats/conventions dont le(s).la head(s) of ont la responsabilité pour le compte de la BU ;
  • selon les besoins, gérer le(s) projets(s) dont il/elle a la responsabilité de l’exécution (brokerage events, company missions,…) et du reporting technique et financier y afférant ;
  • Maintenir et améliorer ses connaissances et ses compétences par différentes méthodes d’apprentissage formelles et informelles telles que des formations, l’apprentissage entre pairs, le mentorat interne et le transfert de compétences, ainsi que le partage des meilleures pratiques entre les différentes organisations.

Représenter

  • A l’occasion d’événements, oser prendre la parole face à une audience entre 5 et 300 participants en français ou néerlandais, en anglais et éventuellement dans une autre langue avec aisance et prestance pour présenter au mieux les services et activités de la RBC, de hub.brussels et de la BU « Programmes Européens – I² » ;
  • Représenter hub.brussels aux seins des instances de gouvernance des réseaux EEN et des groupes NCPs belges/internationaux ;
  • Participer aux projets UE du réseau NCP ou EEN connexes ;
  • Selon les besoins de la fonction, contribuer aux positions de la Belgique dans un des comités du programme Horizon Europe et, le cas échéant, devenir représentant(e) pour la Belgique;
  • Reflèter l’image de hub.brussels au travers de ses actions professionnelles.

Profil d’entrée

(en gras les critères obligatoires)

  • Être titulaire d’un diplôme de master scientifique, technologique ou littéraire, à orientation entrepreneurial.
  • Avoir une expérience de 1 à 5 ans dans les métiers de conseiller EEN, ou NCP ou équivalent.
  • Avoir une expérience pertinente de 3 à 5 ans dans l’accompagnement d’entreprises, en particulier de PME innovantes.
  • Maitriser au moins l’une des deux langues officielles de la Belgique (français/néerlandais).
  • Maitriser l’anglais (oral et écrit), toute autre langue est un atout.
  • Avoir un intérêt pour les sciences, l’industrie, les enjeux de société et l’innovation technologique ou non technologique.
  • Avoir une expérience des programmes de la Commission européenne, en particulier les programmes de RD&I (Horizon 2020, Horizon Europe) ou de compétitivité des PMEs (COSME, SMP) et de leur organisation.
  • Avoir une expérience de gestion de programmes ou projets européens (ou projets internationaux complexes) et une connaissance méthodologique de gestion de projets.
  • Être disposé(e) à effectuer des voyages de courte durée, principalement en Europe.
  • Maîtriser les logiciels informatiques classiques : Word, Excel, Power Point, Access, e-mail et Internet.
  • Posséder un solide esprit d’équipe et être capable de travailler en toute indépendance
  • Présenter une approche commerciale proactive et axée sur les résultats
  • Montrer de la rigueur et une bonne organisation
  • Refléter l’image de l’organisation au travers de ses actions professionnelles.

Slow Food is a global grassroots organization that envisions a world in which all people can access and enjoy food that is good for them, good for those who grow it and good for the planet. Slow Food involves over a million activists, chefs, experts, youth, farmers, fishers and academics in over 160 countries.
The Proposal writer & project manager is responsible for the technical management of
Slow Food’s projects financed by Institutional donors. The Proposal writer & project
manager reports to the International Relations office’s coordinator in Bra (Italy) to
define the strategy and the relationships with single donors, the project proposals, the
implementation of activities and the management of projects’ reports.

BASED
Slow Food HQ in Bra, Italy, occasional travels required

REQUIRED LANGUAGES
Good working knowledge of English and a second language (preferably Spanish or French). Knowledge of Italian is an asset.

DUTIES AND REPONSIBILITIES
The main duties and responsibilities of the Proposal writer & project manager will be:
Project design and external relations:
- to collaborate with the International Relations office and other relevant Slow Food’s offices for the drafting of new project proposals
- to research new institutional funds to sustain Slow Food’s activities
- to actively participate in projects meetings and, when requested, be available to organize and participate in field visits and meetings
- to manage the relationship with the donors and project partners for the writing and implementation of the project in collaboration with the relevant offices
- to maintain relationships with donors and other stakeholders, concerning the technical management of projects and the possibility of future project proposals

Under the direct supervision of the head of Brussels Office, you will be involved in a wide range of activities. Typical tasks include:

  • Leading the process of writing Research and Innovation proposals for Horizon Eu-rope, LIFE, CEF or other European programmes;
  • Being responsible for the coordination and management of EU-funded projects. Managing the planning and delivery of the expected results as established in the Grant Agreements;
  • Advising and helping position ZABALA’s clients in EU funding programmes to increase their participation in EU projects;
  • Cooperating with other R&D project consultants for the adequate reporting of EU-funded projects;
  • Representing ZABALA externally and participating in events related to the missions above;

Experience:

We are looking for a consultant with at least 3 years of professional experience in:

  • Preparation and writing of H2020 technical proposals (main areas are energy, digitalisation, environment) from the concept note till the submission;
  • European projects and service contract management, ideally as coordinator (especially in administrative and financial matters);
  • Deep knowledge of European funding programmes in the area of innovation (H2020, Horizon Europe, European Partnerships…);
  • Proven client-oriented attitude or previous consulting experience.

 

  • Master’s degree;
  • Background in STEM fields is an asset.
  • Fluent in English (Minimum C1 level required). Knowledge of other languages could be an asset, such as a good command of French, Dutch or Spanish (a plus, not a requirement)
  • Strong interest in technical/innovation topics and policies;
  • Excellent knowledge of the proposal preparation process;
  • A real team player;
  • Ability to work independently and proactively;
  • Very good communication and organisational skills;
  • Ability to manage complex projects and multi-task;
  • Proficient in Word, Excel, Outlook, and PowerPoint;
  • An eye for detail;
  • Keen to work in an international team.

Location: Brussels. Ideally, the candidate should already be living in Brussels, no relocation package is foreseen.
