“Il disastro dei Fondi strutturali europei” è l’interessante studio pubblicato da “Lavoce.info” a cura degli studiosi Roberto Perotti e Filippo Teoldi, la cui lettura è indispensabile per penetrare nei meandri oscuri dei Fondi, pluricitati ma poco conosciuti. Ne emerge un quadro drammatico che penalizza soprattutto gli ignari cittadini. Lo studio mostra che ogni anno l’Italia spende miliardi in progetti finanziati dai fondi strutturali europei, eppure non abbiamo la minima idea dei loro effetti. Per esempio, nel periodo 2007-2012 sono stati finanziati circa 500.000 progetti di formazione di vario tipo, per una spesa di 7,5 miliardi, eppure a tutt’oggi nessuno sa quali tipologie di progetti sono meglio di altre, e se vale la pena attuare questi progetti. Ogni anno, inoltre, si producono centinaia di documenti di valutazione, che alimentano un sottobosco infinito di centri di ricerca, ma nessuno di questi documenti ha alcuna utilità nello stabilire se e quali progetti intraprendere. La formula di co-finanziamento attuata in Italia è irragionevole e deleteria, dimostra lo studio, e la programmazione dei fondi strutturali, a livello europeo, nazionale e regionale, è di una complessità straordinaria. Importante centro di ricerche che studia i temi dell’innovazione urbana ricerca un Funding & EU Projects Coordinator (per esperti) – Responsibilities: a) manage process to identify potential funding streams from European Commission, the EU and other funding sources; b) coordinate the development and submission of agreed FCC bid submissions; c) help identify funding opportunities from non-EU sources; d) analyse and explain bid concepts, aid interpretation of bid requirements, and prepare points of clarification with funders to ensure each bid is structured in conformity with the bid requirements;
e) coordinate development and submission of specific bids on behalf of FCC including developing timeframes, workplans (including roles and responsibilities) and bid budgets, tracking and managing risks, identifying and compiling all relevant documentation, arranging external review, and completing administrative aspects of bid submission engaging colleagues as appropriate and coordinating all technical inputs to bid submissions. Contract full time, permanent, with three months’ probation.

Disponibili 4 posti full-time da facilitatore nel programma di cooperazione transfrontaliera Interreg VA – The Facilitator will act as the lead contact point for project beneficiaries on all issues relating to the INTERREG VA France (Channel) – England Programme, assisting in the development and implementation of high quality projects, both at a strategic level (covering several of the Programme’s territories), and locally.
The Facilitator will create strong cross-border project partnerships and assist with project development, supporting and mentoring potential programme beneficiaries to develop the project concept and business case. The job holder will be expected to be flexible in their duties. A high standard of written and spoken English and French is an essential requirement of this role. There will be 4 posts recruited based in locations in the eligible programme area on the English side of the Channel. The position is ideally to start in August 2014.
